Flammable Liquids (Class 3): Classification & Rules

Class 3 flammable liquid classification comes down almost entirely to one measurement — flash point — but the rule has more nuance than "low flash point equals flammable," and getting the packing group and documentation wrong is one of the more common Class 3 shipping errors.

The Flash Point Definition

A flammable liquid is classified as Class 3 if it has a flash point of no more than 60°C (140°F). Flash point itself is defined as the minimum temperature at which a liquid gives off enough vapor to form an ignitable mixture with air near the liquid's surface (Lion Technology).

The Exception Most Shippers Miss

Class 3 doesn't stop at the 60°C threshold. Any material in liquid phase with a flash point at or above 37.8°C (100°F) still qualifies as Class 3 if it's intentionally heated and offered for transport, or transported, at or above its flash point in bulk packaging (eCFR 49 CFR 173.120). This means a liquid that wouldn't normally count as flammable under the standard threshold can still trigger Class 3 obligations purely because of how hot it's shipped — a rule that catches shippers of heated bulk liquids off guard.

Certain fuels are also explicitly folded into Class 3 by name regardless of exact flash point nuance: diesel fuel, gasoil, and light heating oil, along with synthetically manufactured products with a flash point above 60°C but not more than 100°C, are all deemed Class 3 substances (DSV).

Packing Groups Are Flash-Point-and-Boiling-Point Driven

Class 3 packing groups are determined using two properties together — flash point and initial boiling point — not flash point alone. Packing Group I is reserved for substances presenting high danger during shipment, generally the lowest flash points combined with the lowest boiling points (DSV).

Ocean Shipping: Flash Point Must Be Disclosed

Under the IMDG Code, ocean shipments of Class 3 liquids must show the flash point as part of the dangerous goods description on the shipping documentation — not just the hazard class and packing group (DSV). Omitting the flash point figure itself, even when the classification is otherwise correct, is a documentation gap specific to sea transport.

Documentation and Driver Requirements

Larger Class 3 shipments carry documentation obligations beyond the standard shipping paper: an MSDS (safety data sheet), an emergency response guide, and a hazmat bill of lading are all required for bigger loads. On the road, drivers transporting more than 119 gallons or 1,001 pounds of Class 3 material must hold a commercial driver's license with the appropriate hazmat endorsement (Airsea DG).

Why Class 3 Errors Happen

The flash point threshold feels like a bright line, but the heated-bulk-liquid exception, the named-fuel inclusions, and the dual flash-point/boiling-point packing group calculation all mean a substance can be Class 3 — or fall into a different packing group than expected — for reasons that aren't obvious from a quick flash point lookup alone.
